THE CHRISTENING CEREMONY. GENERAL AMNESTY TO POLITICAL OFFENDERS.
[miess association.] ST. PETERSBURG, 24th August. A manifesto issued by the Tsar on tho occasion of tho christening of the young Prince Alexis to-day abolishes corporal punishment among tho rural classes and punishment for firat offences in the army and navy. It also remits arrears of sums payablo for the purchase of land — other than direct imposts — and devotes tluce million roubles (about £425, 00U) from the State funds for the establishment of an inalienable fund for tho benefit of people in Finland without land. Further, it accords an amnesty to Finlanders who emigrated without authorisation. It also remits tho fines imposed on Finnish communes which resisted conscription ;n; n 1902 ona 1903 as well as the fines imposed ou tho Jewish communes in cases whore Jews wero hold guilty of avoiding military service. Finally, the manifesto provides for an all-round reduction in sentences inflicted under the common law, and a general amnesty in connection with all political offences except those of murder.
