Lord Milner, addressing tho Johannesburg branch of the Navy Leaguo, said lie hoped when eolf-governirwnt was conceded, the TranHVuul would inako a large contribution and demand a voice in tho control of the navy. Ho hoped all parts of tho Empire would contribute to create an Imperial Navy. Personally, Lord Milner said, ho was an Imperialist, and prepared to sco a Federal Council sitting at Ottawa, Sydney, and in South Africa, provided tho British pooplo held together.
