CHINA'S ATTITUDE.
JAPANESE LOAN TO BE ISSUED. LONDON, 29th Jnnuary. Bong Chi, Tartur Gouernl at Mukclon, informed the Chinese Foreign OH'tce that the Russians had requisitioned five hundred carts for immediato military service Thii tho Foreign Office peremptorily forbade, on the ground that China hud determined to be neutral. Tho Japanese Government has decided to issue immediately a 5 per cent, internal loan of ten millions sterling, with a minimum of 95, ledcemable in five' years. The success of Iho loan is assured. Groups of ciipitujisla have promised to subscribe largely, one company taking two millions. By monopolising tjio, local land taxes, increasing the income and sugar taxes, suspending publio works, and by retrenchment, Iho Japanese Government expects to iiicrcabe its lovcnue by oight million pounds, which will ho devoted to the fcervrce of war loans.
