THE EDUCATION BILL IN THE LORDS. [PBESS ASSOCIATION.] LONDON,' 10th December. In the House of Lords the Bishop of Hereford (Right "lev Dr. Percival) moved that the number of foundation managers of voluntary schools should be reduced to two, which would supply nopular control of a reasonable kind while safeguarding the legitimate interests of denominationalism. He likened the Duke of Devonshire to the Laocoon — the victim of an ill-starred union of Tories, Whigs, and a Birmingham radical who had described the church as pursuing a policy of grab, which would be bad enough in China and Africa, but which was intolerable in the field of religion. The proposal was negatived by 158 votes to 27.
