A journalist, in addressing Bavarian peasants at a congress at Murzburg, declared that the Emperor William was the best-hated man in Germany, owing to his Anglophilism. He added: — "We curse the day when he landed in England." German newspapers protest against Buch insane demonstrations. (Received November 13, 9.7 a.m.) LONDON, 12th November. Mr. Balfour's Guildhall speech has caused an impression on the Continent. The German newspapers are reserved, and do not give it fair notice, prominence being given to Mr. Chamberlain and dis tour. TheVossische Zeitung declares that Continental ill-will during the war was only human nature, and ouguu not to exercise British, newspapers months afterwards.
