THE REMOUNT SCANDALS.

The Remount Department of the War Office tried to break its own record of incompetence over the' recent attempted purchase of horses in Russia. It endeavoured to purahaso horses through private agents in midwinter, which as is well known t6 everyoody in the least acquainted with the countay is the worst possible time that could have been chosen. Not content with this' it sent its agents into districts where good horses were plentiful, but whore it is quite impossible to buy them. Thb Russian Government does not trust to the haphazard methods of the British, but has a regular system for providing the army with horses. Certain districts which abound in good horses are marked off as preserves, and here horses cannot be bought in any number without the express permission of tho Minister of War. The Department could have learnt this by enquiry from any well-informed person, but this enquiry it evidently nej glected to make, for it sent its ngents into l every one of these districts. The netes- | sary permission whon at last asked for was, of course, not given, and the R«--i mount Department has added another miserable failure to its list.
