FOREIGN ATTACHES QUITTING THE TRANSVAAL. (Received September 14, 9.30 a.m.) WASHINGTON, 13th September. Captain Reichmann, the American Military Attache with tho Boer forces, has cabled to the United States Government that owing to the turn events have taken in the Transvaal the Military Attaches have quitted the colony.
