[press association.] (Received January 31, 1.20 a.m.) Melbourne, This Day. The Premiers' Conference with regard to the Federation question is making slow progress. ' The information supplied to the press is meagre. «It is believed, however, that it has been agreed that New South Wales' shall have the Federal capital if it is made Federal territory; that in case of deadlocks a simple majority, instead of three-fifths, be adopted when the two Houses get together ; and that the " Braddon Blot" be omitted or modified.
