RIVALRY BETWEEN AMERICAN COMMANDERS
(Received January 30, 9.10 a.m.) Washington, 29th January. _ The reports from Manila state that strong rivalry exists between Admiral Dewey, Commander of the United Slates squadron in Philippine waters, and General Otis, who is in command of the military forces. The American Government has advised the New Zealand Post and Telegraph Department that secret language telegrams cannot be accepted to and from the Manila public.
