KALEIDOSCOPIC CHINA. ANOTHER CHANGE IN POLICY.
THE EMPEROR'S MOTHER CHECKS HIS REFORMS. LI HUNG CHANG LIKELY TO BE REINSTATED. [press association.] X London, 22nd September. The Times states that the DowagerEmpress of China has recovered her ascendency over the Emperor and secured the expulsion of the official who advised the recent reforms. The Empress, according to the same authority, has taken charge of the Government, and she attends, all the Cabinet meetings and audiences, and approves the edicts before they are issued. Li Hung Chang's reinstatement is expected at an early date.
