A CHECK PLACED UPON PRESS DISCUSSION. [PEEBS ASSOCIATION.] St. Petebsbubg, 22nd September. Tb.6 Russian Government is disconcerted at the welcome accorded to the Tsar's proposal, and has stopped the newspapers discussing the subject. This is evidence of a disposition to minimise the importance of the question.
