He was asked whether there was any truth in the rumour that a.j Spanish vessel had been seen off Auckland. He replied that he did not think it unlikely that there would be Spanish cruisers where the American mail steamers were plying between Sydney and San Francisco aqd between San Francisco and Japan, as they usually carried a large quantity of specie. He thought it very likely Spain would make Manila a base from which to prey upon American commerce in the Pacific. The points of these attacks would naturally be somewhere in the neighbourhood of the ports of departure of these vessels.
