PRESIDENT CLEVELAND AND THE NEW TREATY. THE PROSPECTS OF GENERAL ARBITRATION. [press association.] (Received December 9, 10.20 a.m.) Washington, Bth December. With reference to the British-Venezuela treaty, President Cleveland in his message to Congress says he thinks it eminently fair, and he expects that the negotiations for a general arbitration treaty with Great Britain will soon be completed. The Government pi Venezuela will convene a Congress to ratify the treaty.
