Mr. Chamberlain's Colonial Policy.

Mr. Chamberlain, Secretary of State for the Colonies, in a speeoh with reference to the colonies, said the experiment of conceding self-government to Western Australia had been fully justified, and the prosperity of that country had Bince enormously increased. Referring to South Africa, he admitted that he- was a strong advocate of Federation. It was easier to negotiate with one Federal Government, inasmuoh as jealousie i and sootional interests inoreased in proportion to the number of separate States. Beferrinfr chiefly to the West African colonies, ho said he regarded many of the oolonies in the light of undeveloped estates, and he preferred to submit to the Honse of Commons oases where the jndioious investment of Imperial funds would mutually benefit such ooloniea and Great Britain. '
