CITY COUNCIL.

« The ordinary meeting of the City Counoil was held last evening, and was attended by the Mayor and Councillors Barber, Smith, Frasor, Devine, Willeston, Harcourt, Harris, Myers, Anderson, Tanner, and Tatum. The Town Clerk was instructed to reply to Messrs. B. Smith and Co., who wrote complaining of damage done by flood water in Sussex-square, that the City Surveyor had iv hand a scheme for the better drainage of that distriot. The Road Metal Committee reported having inspeoted the spawls lately delivered by the contractors, and promised a detailed report at the next meeting. The interim report was adopted. The Library Committee tendered its thanks to Sir Robert Stout, Messrs. Phillips and Pike, A. H. Kranso, Whitcombe and Tombs, Jamea Riddiok, John Dutbie, and others for donations of works, and recommended that owing to the increase in the number of subscribers to the lending department the amount allotted for purchase of new books be increased to £8 per month. The report was adopted. The Librarian reported that the nnmber of subsoriberß to the lending department was now over 700. During July 35b'ti books were issned, an increase of 338 on the number issued in June. The number issued in the ref erenoe department was 1071, or 76 less than in July, 1894. The Finance Committee recommended that the following applications for execution of drainage works under the deferred payment system be granted : — Mrs. Adams, W. Bailey, Mrs. Parsonage, L. Bartoli, A. Bianohini, Mrs. Smith, N. A. MacDougall, R. Shaw, Mrs. Koßmnssen, Mrs. Gibson; that the question of insurance of the Corporation workmen with the New Zealand Accident Insurance Company be allowed to stand over for the present, it being understood that there is a probability of some alteration in the law on the subject being made during the present session of Parliament ; that Messrs. Brown <t Dean's request for payment of their bill of costa in connection with the proceedings taken with respeot to the Grant-road spring be acceded to if they will accept the sum of £20 in full settlement; that the unexpended portion of the Sanitation Loan be placed on fixed deposit with the Union Bank, nnder the same arrangement aa last year ; that the request of the Harbour Board for reduotion of the prioe of water supplied for boilers and jiggers, and of Mr. A. Tyer (Ngahauranga) for reduction in the price of water supplied for scouring pnrpoaes, be not seceded to. Councillor Barber moved that clause 3 be struck out. Messrs Brown & Dean had taken the action with their eyes open, he presumed, and had no claim against the Council. The Mayor pointed out that the Council had benefited as a result of the suit. Councillor Froser seconded the motion. Councillor Tanner moved that the solicitors Bhonld be voted a earn of £25, and Councillor Myers seconded the motion. Aftei some discussion both motion and amendment were loßt, and the matter was referred to the Pnblio Works Committee. The reßt of the report was adopted. The report of the Poblio Works Committee was adopted as published, with the exoeption of clanse 9, which was altered to read as follows :— That lamp No. 509, Thorndonquay, be removed a few feet further north, in order that the owner of the Bojal Hotel may erect a large arc lamp in front of same, and that the owner be asked if he will burn bis light all night. Councillor Barber drew attention to the bad state Vivian-street had been left in by the Drainage Department, and proposed that the department shonld be asked to restore the street to it former condition ; also, that the department be asked if it was going to do any further drainage work in Adelaideroad and Siddiford-Btreet, which were about to bo put in repair by tho Council. Conncillor Anderson, in seconding the motion, complained of tho state of Hawkestonostreet, remarking that residents hart enquired for a punt during the recent wet weather. The motion was carried. Councillor Fraeer moved that steps be token to see thht houses are properly numbered, and the name-plates of the streets renovated. Ihe motion was carried. The Mayor, in reply to Councillor Tanner, said that plans and specifications of the proposed public baths would be submitted at the next meeting of the Pnblio Works Committee. • Tho Engineer was direoted, at the request oE Councillor Devine, to put the footpath opposite the boatsheds on the Te Aro Jbteclamation in a state of repair. The Mayor and Councillors Devine and Tatnm were added to tho committee previously appointed to frame by-laws, Ac, in connection with the Bhelter sheds. It was resolved, on the motion of Counoillor Tatum, that the former General Bylaws Committee, with the Mayor, be reconstitnted to complete the work left undone by that committee. Accounts amounting to £2136 9a 8d were passed for payment. A count-out occurred before Connoillor Tatum's motion -that five or six aores of tho Town Belt in each ward be fenced <ff and planted, and societies aud citizens interested in trce-pJanting bo ntked to assist - was reached. Councillor Tatum gave notice to ro-ir. traduce the matter. Councillor Tatum'a motion with regard to the establishment of a CbinPte quarter in he city aljo lapsed, but will be brought up at the nsxt meeting. The Council adjourned at 10 p.m.
