CHINA'S HELPLESSNESS.
[press association. I (Reoeived August 15, 10 25 a.m.) London, 14th August. The Times' special correspondent at Tientsin says the Chinese Qovernment is helpless, owing to the confusion whioh reigns all over the Empire. The offioials are incapable of decisive action, or of exeroising offeotive authority. Serions results are probable unless the Powors take precautions.
