Marshal Camprs, commander of affairs in Cuba, has cabled to tha Spanish Government asking for 20,000 additional Boldierß, and that others should bo held in readiness to be despatched at any moment to assist in quelling the insurrection. The causes of the disturbances in the island havo been stated as follows .•— ln February the Spanish Cortes passed a partial measure of Home Rule for Cuba. Under that moasure the island's affairs are administered by a Council of Thirty, half appointed by tho Crown, half elected by the Cuban voters. There aro property qualifications for the office of member of this Connoil. The Governor-General has the power of veto on all the Counoil's acts, which may be said to relate generally to all the internal affairs of Cuba. This measure, representing, apparently, the utmost limit of ooncession on the part of the Cortes, has not satisfied the extreme Cuban autonomists, who desire complete Uemooratio self-gov-ernment.
