The funds are to be obtained by the sale of mortgages bonds issued by the Treasnry, with a ourrency of 20 years, at 5 per cent, interest. The advanoes are tot to exceed one-half the value of the holdings, and the maximum advance is to be .£3OO. The interest charged to borrowers is not to exceed G per cent.
