LORD ON SLOW ON THE COLONIES.

I UNITED PRESB ASSOCIATION. | London, 13th November. In a paper read at the Colonial Institute, Lord Onslow expressed tho opinion that without protection tho Eight Hours principle was impossible unless Australia abandoned tho attempt to create factories. He described the rapid development of State Socialism in New Zealand, where the Labour leaders, on being entrusted with power, became sensible of the responsibility thrown upon them, and wero able to resist State charity in the guise of unprofitable work. The patriotism in the colony, he oontended, was very nearly akin to selfishness. In his opinion, it would be dangerous for England to attempt similar experiments, since tlioy would involve the abolition of Freetrade.
