Walker, Feldwick, Stevens, Dignan, Acland, Oliver, Ormond, Johnston, Bowen, M'Lean, Holmes, Peacock, Montgomery, and Sir Patrick Buokley. The Bill was road a third time, and passed. CONTROL OP OFFICIALS. The adjourned debate upon the motion "That in the opinion of this Council the control of the officers of the Legislative Council constitutionally is and should remain with the Hon. the Speaker," was resumed by the COLONIAL SECRETARY, who suggested the setting up a Committee of Privileges, similar to that appointed by the other House, but to be solected by ballot. An amendment for the appointment of the Committee was carried, and the ballot resulted in the selection of the Hon. the Speaker, Sir Patrick Buckley, Sir George Whitmore, Captain Baillie, Mesßrs. Bowen, Stevens, M'Lean, Oliver, and Stewart. BECOND READINGS. The COLONIAL SECRETAET moved the second reading of the Native Land Validation of Titles Bill, which originated in the House of Representatives. Thu second reading was agreed to, and the Bill referred to the Native Affairs Commit, tco.l The Native Land Court Certificates Bill (Colonial &>eoretary) was read the second time, and referred to the Native Affairs Committee. The Halswell River Drainage Bill (Hon. Mr. Montgomery) was read the second time, and referred to the Waste Lands Committee. The COLONIAL SECRETARY moved the second reading of the Civil Service Officers Insurance Bill, which, he said, had tho support of the Civil Service. The second reading was agreed to on the voices. FINANCIAL BILL. The Public Revenues Bill was committed, and passed its final stages. The Council rose at 5 o'clock.
