City Council.

* The members of the City Counoil met for tho transaction of business at 7.30 last evening. There were present— The Mayor (Mr. C. J. Johnston), Councillors A. W. Brown, Frasor, Moeller, Smith, Worth, Harris, Willeston, Anderson, and Petherick. The first business was that of a speoial meeting for the striking of rates. Councillor Fraser moved that tho general rate, wator rato, and hospital and'onaritable aid rate, be struck as advertised. Councillor Willeston seconded the motion. Councillor Anderson took exception to tbe charitable aid rato, which he said would fall heavily on the poorer ratepayers, many of whom were not so well off as the recipients of charitable aid themselves. The Mayor explained that the matter of the amount of the rute was not within the Council's control. The sum whioh the city had to pay waa practically fixed nnder the Aot of Parliament, and all they had to do was to collect it. The motion was agreed to without further dissent. The confirmation of the Lodginghouse Bylaw v,o.i deferred until next meeting of the Coutoil. The report of the Publio Works Committee, whioh Jias already been published, was considered. Re Hackney Carriage ByLaw— Councillor Moeller proposed to strike out th* section of clause 2 that proposed to leave the provisions in the bylaw as to painting numbers on lamps, and as to bells and check-strings, as they are ; and to substitute words * resoinding altogether the obtuse of the by-lawthat requires the numberof tha cab to be shdwn on the lamp. This was carried .by 6 to 4. \Re Fire Brigade Committee. — On the motion of Councillor Harris, it was agreed to add to the report that a sum not exceeding £15 be expended on the stable at Mannerß-street; Fire Brigade Station, to enable it to accommodate two horses, the present accommodation not being sufficient. Re barbed wire on the fences in Cambridge-terrace.— Councillor Moeller proposed, in direct opposition to the Committee's recommendation, that the proposal to take away the barbed wire be agreed to. This was agreed to on the voices, after some little discussion Councillor Fraser moved tbat the City Surveyor be authorised to put the Hospitalroad in repair, the Hospital Trustees bearing the expense. He thought the work could be done better by the Engineer than under the direction of the Trustees. The motion was seconded by Councillor Harris, and agreed to. Accounts, wages, and contract payments to the amount of .£4119 8s 9d were passed for payment.
