With the viow of justifying 1 the proseoution against Professor Geffoken, the Emperor William has commanded tlio pnblioation of the indiotment. It is reported that Frinoe Bißtnarok ba» expressed the opinion that the diary of tho Emperor William was exploited, and the facts distorted, presumably by foes of the Empire and himself. He also asserts that the proclamation of the Emperor Prodoriok issued on his accession to the throne was written by ProffßHor Geffcken in 1885 when the Emperor William was supposed to bo in a critical condition.
