Major-General Sir Donald Stewart has been ordered to proceed at once to Herat, it is believed in connection with tho projected fortification of that city. (Rooeived May 14, 2 a.m.) London, 13th May. In tho House of Commons last night, Mr. Gladstone referred to Earl Granville's statement of Monday last relative to the agreement that had been come to on the Afghan frontier question, itr. Gladstone pointed out that Earl Granville had qualified his statement by announcing that the agreernont was referred to his Imperial Majesty the Czar for his approval. [SFBOUK TO UNITED PRESS ABBOOUTION.J (Received May 14, 0.45 a.m.) London, 13th May. The Government intend to fortify the Indian frontier line, and the fmm of five millions is to bo expenfod in such work.
