Captain Penrose, of the Engineers, has been selected as an officer to proceed to New Sonth Wales. Japan and China aro preparing to prevent the Russians seizing Quelpaert, an island in the Yellow Sea, off the North-cast Coast of China. A Tasmanian loan is expected shortly.
