News has boon received that the members of the Anglo-Russian Commission, appointed to settle the demarcation of the northern frontier of Afghanistan, have crossed the River Helmund into that country, and woro met by a large body of Afghans, who arc now acting as an escoit. Vienna, 28th October. The Austro-Hungarian Delegations were opened to-day. The Emperor Francis Joseph, in his speech on the occasion, said thero was every reason to expect a long period of European peaco. Bbeun, 28th October. Sir E. B. Malet, the newly-appointed British Ambassador, has arrived here, and to-day had a cord'al interview with Prince Bismarck.
