A letter from the Duke of Argyle states that Mr. Gladstone's Government refused the proposals of the Ameer of Afghanistan because he asked for an offensive and defensive alliance against internal and external foes. Calcutta, 29th November. The Ameer of Afghanistan is concentrating his troops at Cabool, which is -strongly entrenched. Athens, 28th November. The Turkish troops of reserve have committed terrible massacres at Netrick, in Macedonia.
