Ono night recently seditious placards were stuck up in tiro vicinity of tho llu-aires and corners of tlio busiest streets. In every regiment two companies in marching order, equipped with hall-cart ridge, arc kept constantly under arms. Batteries stand ready, with horsemen mounted in tho barrack-yards. A squadron of every cavalry regiment stands in constant readidincss to mount day and night, and divisions of Cossacks patrol the streets. On tho Kith April a peasant was arrested in whose pockets were found plans for the disposition of revolutionary troops. Accordin'! to this document active operations were to commence on tho night between the Kith and 17th. Instantly the Government made the most extensive arrangements for defence. Tho Grand Bake Nicholas took up his quarters with his entire staff in the offices of the general staff, opposite the Winter Palace, and in the riding-school of tlie Guards regiments of Hussars and guards were quartered. They continued for several days and nights in places assigned them.
