Panic-Stricken Foreigners

(Received July 20, 1 a.m.) London, July 10. The Powers are sending additional warships to China for the purpose of watching and protecting the cables.

The Russian tea and silk warehouses at Kalgan have been burned. They were valued at £1,670,000. Russian residents at Kalgan, about eighty miles north-west of Pekin, are now journeying towards Kietchn. Vice-Admiral Seymour has rejoined his ship in order to fully recover from the wounds he received in his march on Pekin. An Anglo-American caravan containing engineers and missionaries, whilst journeying from Siengkay to Hankow, were attacked and many wounded. The foreigners at Chouanchou, Ningpo, and Nichau have fled panicstricken, owing to the outrages. China is strengthening the Woosung forts.
