WEST COAST SETTLEMENT RESERVES BILL,

Sir Julius Vogel moved tho re-committal of the West Coast Settlement Reserves Bill. If the clause allowing a surrender of leases became law, the tenants could all give up their leases. Nothing, short of a revaluation would do, but the natives would \ be utterly opposed to such a course. He proposed to move various provisions. Major Atkinson moved an amendment, "That the House agrees to the report of■ the committee." He deprecated any attempt to stir up ill-feeling between tho two races. If the tenants were paying too much, the House was bound to relieve them.

Mr Samuel upheld the necessity of the clause he had introduced. It had been submitted to every one concerned, including the Public Trustee, and all agreed to it. The settlers would be crushed unless something were done. Under the present disproportionate rent, the Public Trustee, was not the proper officer to have control of this matter.

Mr Garrick said the Public Trustee was. the last man who should have authority over these leases. He attacked the conduct of the business in the Trust Office at length, and gave instances in support of his opinion. Mr Guinness defended the Trustee, and said in the course of many years' business, ho had found him all that could be desired.

Other members upheld the Trustee's behavior. ,

The debate was continued till nearly 1; o'clock, when a division took place, and Sir Julius Vogel's motion was lost by 31 to 22. .

Sir Julius Vogel said ho disclaimed any responsibility for the evil results of the bill, which was read a third time and passed. The House then adjourned till 2.30 p.m. '
