FRENCH CHAMBER PASSES CREDIT VOTE FOR CHINESE WAR.

LONDON.
August 16. The Times, in its issue this morning, announces that China lias declared war against Franco, and is making active preparations to prosecute hostilities. A force of six thousand Chinese has been landed at HoihoAv, and heavy masses of troops are being stationed along the Kuangsi frontier of Tonquin. (Received August 18, 6.5 a.m.) The cargo of frozen mutton, ex steamship Doric, is considered prime.
