OPENING OF THE UNITED STATES CONGRESS.

(Received December b, 1 p.m.) WASHINGTON. December 1. The United States Congress was formally opened to-day. In the customary message oil the occasion President Arthur announces that the Government, has decided to extend the relations of the Union Avitli the Eastern nations, and that it might possibly become necessary to co-operate with the other Powers with a view to secure liberty of trade in the Congo Valley. It suggests that a policy of retaliation should be pursued towards countries levying taxes on the importation of American products. The message announces that the budget shows a surplus of 39,000,000 dollars, and concludes by urging that stops be taken to reconstruct the navy of the Union, and at the same time proceed with the various coast defences which are necessary.
