A fire broke out on board the Orient steamship Cotapaxi last night while lying iv the Albert docks, and had obtained such a hold upon the vessel before it was discovered that the interior of the chip is completely gutted. It is understood that Sir Charles Wentworth Dilke, Political Secretary of the Foreign Office will shortly cuter the Cabinet. ,
