Telegrams are to hand from Pretoria announcing that thei newly elected Volkeraad was opened to-day at that place. President Kruger, in his opening address, stated that tbe Boer Government, after due consideration, dissented from various portions of tbe convention agreed to last month between the English Commissioners and the Boer's representatives, and he believed that the English Government would be compelled to agree to a modification of the convention in favor of the people of the Transvaal.
