August 4. M. Gambetta, President of the Chamber of Deputies, who is now on a visit to Tours, addressed a large assemblage in tbat town to-day. In the course of his speech he alluded to the
action of the Senate in rejecting the bill for the adoption of the scrutin de liste, and strongly advocated the revision of the Senate's constitution.
