Oa tlio 16th the coloured citizens of Washington colebrated the ratification of the Suffrage Amendment by a torchlight procession. They serenaded the President, who urged them to prove themselves worthy of their new privileges. Congress ha3 been occupied a\ ith a discussion on the tariff. Numerous reductions have been proposed, and trade connections aie vapidly spieadmg. The-return of specie payments is demanded by the public.
