Florence, Septembtr 21, Evening. The Government made public the following declaration :— " The Ministry have carefully watched up to the present time the great agitation * which, under the glorious uame of Rome, is trying to force the country to violate international stipulations, consecrated by the vote of Parliament, and the honour of the nation. The Ministry regret the injury which such agitation would do to the tranquillity of the State, and the public credit and financial operations, on which depend the well-being and fortune of the country up to the present time. The Ministry respected the rights of all citizens ; but now, contrary to those rights, certain persons would proceed to threat*. The Ministry feel it their duty to preserve inviolate public confidence, and the sovereignty of the law— the Government will remain faithful to and thoroughly carry out the declaration laid before and accepted by Parliament in a free State. No citizen can rise above law or aubatitute himself in place of the high powers of the nation, and disturb by violent means the organisation of the country and lead her into the gravest complications. The Ministry has confidence in the wisdom and love of country of Italians, but if any one should fail in loyalty towards their national stipulations, and should attempt to violate that frontier for which we have passed our word, the Ministry will not permit such an act, and will place on those persons contravening this order the responsibility of whatever acts they may provoke. Fj&orenoe, September 23. Fresh troops have been despatched to the Papal frontier. Advices from Rome announce that the Roman polioe are making many arrests. The greater part of the Pontifical troops, with the exception of the garrisons of Viterbo and Civita Vecchia, are concentrated at Rome. Several chests, containing 300 rifles, aad directed to Prussia, were seized at the Florence railway station to-day. Florence, September 21. Garibaldi wa3 arrested yesterday evening at Sinalcunga, near Sienna, by order of the Italian Government ; he was conveyed by speoial train to Florence, and from, there to Alessandria, At the time of his arrest, he was preparing to enter the Papal territory.
