THE PAPAL STATES. Rome, September 20.
At a Consistory held this morning, a speech was delivered by the Pope. His Holiness solemnly condemned the recent decree of the Italian Government for consummating the sacrifice of the ecclesiastical property. He declared the decree to be null and void, and confirmed the censures already launched against the usurpers. He then proceeded to point out the calumnies contained in a pamphlet recently published in Paris, entitled " The .Roman Court and the Emperor Maximilian."
