W« have be,en permitted to make the following extract from a letter, dated Sou Ismail, November 25, 1865, written by a gentleman long resident in this province, but now living in Algeria. It will be seen that the Emperor Napoleon is attempting to govern the Arab tribes by a similar policy to that which broke down so signally in New Zealand :—: — " The Emperor, since his visit to this country, has published his opinion as to the errors which have been committed, and the changes which ought to be made here, in the form of a letter to the GovernorGeneral, Marshal MacMahon. In some things he is doubtless right ; but when he says thatthe army must be reduced, and the great Arab chiefs petted, and care taken not to wound their amour propre, he causes great dissatisfaction. There is no doubt that great changes will be made here before long, if he intends that all he proposes should be carried out. He served the country rather a shabby trick after his visit, in charging it £40,000 for his expenses during the month he spent here."
