Correspondence.
To the Editor of the Southern Cross. Sir, — Permit me to call the attention of those in whom the power is placed of making laws, to the great importance of having an effective system introduced as early as possible, for the construction and management of the Public Works, present and future, in the colony of New Zealand. 2. Nearly all Public Works are strictly of a Civil Engineering Class, and may be divided into two parts, one of which it is the duty of the General Government to construct ; and the other it is the duty of the Provincial Councils to execute. Works, such as harbours, light houses, main, or trunk roads, nautical, and land surveys, should be the special care of the former ; while water- works, sewerage, mines, gas works, tram and branch roads, can be better encouraged and legislated for, by the latter. 3. I beg to call particular notice to the great difference there is between the practical execution of Public Works by the state or province, and the construction of such works by private Companies, stimulated by encouragement from the Government thereof. 4. In the one case money is thrown away, in the other it is (as a general rule) efficiently expended. 5. The works I have enumerated, first are public, the last mentioned are provincial. 6. I have therefore to suggest that a Committee be appointed to consider the question in its fullest sense, confident that a matter of such importance cannot receive too much careful consideration, so that the result may be productive of good to present and future generations.
