Treatment Of Bulgaria LONDON, August 25. It is learnt in London today that the Governments of Great Britain and the United States are now in consultation on the armistice terms to be imposed on Bulgaria when she makes unconditional surrender. Bulgaria is not at war with Russia, but Moscow is being kept informetl of developments.
