Penalty For “Litter-bugs”
Sir, —Your report on the city council’s decision to impound and painlessly destroy any dogs found straying on Oriental Bay beach ends with the comment that there is, unfortunately, no means of letting the dogs know that the council has declared war. The position of the human being is rather different in that he can read a warning notice. I am therefore interested to know what penalty the council proposes for the depositor ot stinking garbage, not to mention broken bottles. If the penalty for a* dog who offends unwittingly is to be painless death, should not the penalty for the more literate human be more severe i— I am. etc.. LETHAL CHAMBER. Lower Hut* August 23.
