It was proposed to extend the residential franchise to all the rural areas, namely counties, road districts, river districts, drainage districts and so on. Existing franchises were not interfered with in any case. Authority for the postponement of the elections for the Auckland Electric Power Board, the Auckland Transport Board, the Christchurch Drainage Board and the Christchurch Tramway Board till the last Saturday in November this year is contained in the Bill. Thereafter they are to be held on the same day triennially. The Minister: There is nothing in it that affects the farmer. Mr. Goosman (Opposition. Waikato): It is an attack on the farmers. He proposed to have the Bill referred to the Local Bills Committee on Monday and to facilitate the giving of evidence on Tuesday. . Mr. Holland: Why not give the people concerned an opportunity to come here and give evidence? The Minister: We will consider that.
