The “Herald-Tribune’s” Washington correspondent learns authoritatively that the United States Government intends to maintain the embargo on oil shipments to Spain indefinitely till General Franco gives airtight 'assurances that tungsten and other strategic materials will not be sent to Germany. It is also understood that Britain is prepared to reduce or eliminate coal shipments unless. Spain fulfills her pledge of strict neutrality.
