MOSCOW CONFERENCE
Mr. Hull May Attend (Received September 26, 9 p.m.) NEW YORK, September 26.
There is a strong possibility that the Secretary of State, Mr. Cordell Hull, will'attend the forthcoming tripartite conference in Moscow, says the Washington correspondent of the New York “Herald-Tribune.'” Mr. Hull was originally reluctant to attempt the long plane trip, but is believed to have changed his mind after conferring with the United States Ambassador to Moscow, Admiral Standley, and President Roosevelt. Many ticklish problems are likely to arise at the conference, requiring an American representative with Mr. Hull’s prestige and position. - The “Herald-Tribune” adds that it is authoritatively confirmed that Admiral Standley’s successor will be Mr. Harriman.
President Roosevelt announced that the Under-Secretary of State, Air. Welles, resigned and will be succeeded by Mr. Edward Stettlnius, lend-lease administrator. He added that Air. Welles desired to be relieved of his heavy duties because of his wife’s health.'
NOT RETURNING TO RUSSIA
