Major Powers Approve
(Received September 24, 11.30 p.m.) WASHINGTON, September 24. Britain,-the United States, China and Russia have approved a revised draft agreement for the administration of United Nations relief and rehabilitation in liberated areas, which the State Secretary, Mr. Hull, described as “a first and most important step in interna I ional collaboration.” ' The agreement provides for a council consisting of one meinbqj from, each of the United and associated nations,, aud a central committee consisting of one member each of Britain, the United States, China, and Russia. According to the revised draft, the distribution of food and the other rehabilitation work will be undertaken by the international organization, thus cutting down the present American relief organization to the role of aiding the American member ot the council. , . , • Mr. Hull disclosed that the revised draft’lias been sent to the 29 other United Nations, 10 associated nations, and the French Committee of National Liberation, for their approval. He added that the 'White House suggested that the council should meet early iu November in" the United States.
