Congress Resolution STAND ON FOREIGN ' POLICY (By Telegraph.—Press Assn.—Copyright.) (Received September 22, 7.20 p.m.) AVASHINGTON, September 21. The House of Representatives by 300 votes Io 29 approved of Representative Fulbright's resolution that “Congress hei'eby expresses itself as favouring the creation of appropriate iuternational machinery with power adequate to establish and to maintain a just mid lasting peace among the nations of the world, and a.s favouring participation by the United States in it through ils constitutional processes.” The Associated Press of America described the resolution as an historic staud on foreign policy. Twenty-six Republicans and three Democrats voted against the resolution. The New York newspaper “P.M." said that many votes were cast reluctantly by the representatives who still think in isolationist terms, but public opinion was so strong that they felt compelled to vote for the measure,
