(British Oiflcial Wireless.) (Received November 18, 6.30 p.m.) RUGBY, November 17. The owners of certain United States securities who have placed their holdings- at Hie disposal of Hie Treasury are asked to give Hie Government the opportunity of buying them outright, according to an announcement by the Bank of England. The securities will be paid for in sterling equivalent at the official rate to the market price in New York immediately before the call-up. Tlie securities concerned include three classes of Celanese Corporation of America stock and total 15. Tlie owners of other United States securities deposited as collateral for the loan from the Reconstruction Finance Corporation may apply for permission to sell them abroad.
