Authority For Control Measures REGULATIONS ISSUED Removal And Shading Of Illumination Comprehensive regulations lor the adequate control of lighting throughout the Dominion were gazetted last night. As indicated bv the Prime Minister. Mr. Fraser, in an announcement on Saturday they provide for the appointment of a Dominion lighting controller and outline his powers, these include authority to prevent, prohibit, control, or regulate the display of lights, reduce the power of lights, and extinguish, disconnect, dismantle. remove, shade, obscure or otherwise deal with lights.

The controller is also authorized to prevent or regulate the display of lights of any description so far as may be necessary or expedient in the interests of public .safety, the defence of New Zealand or the efficient prosecution of the war. He may give orders affecting the whole of the Dominion, or his instruction may be limited to specified localities, lights, persons, premises, places, vehicles, vessels or specified classes thereof. The Minister or controller may appoint wardens, and may also grant exemptions from the regulations in particular eases. With regard to tlie enforcement of the regulations constables are authorized to arrest without a warrant any. one wilfully contravening or failing to comply wirlt the regulations, and may search and detain for search anyone suspected of committing offences against them. The penalty clauses for offences against the regulations include imprisonment up to three months, or fines not exceeding £5O in the case of individuals, with a fine not exceeding £lO for every day during which the offence continues. In the case of cor. porate bodies fines not exceeding £2OO may be imposed.
