Germany Refuses To Accept Responsibility LONDON, February 18. Germany is not responsible under international law for the feeding of the peoples of the conquered territories, says an oflicial statement issued in Berlin in reply to Mr. Sumner 'Welles. The statement adds ilia' Germany rejects attempts by the Uniled States to impose responsibilities upon Germany on the basis of an alleged international law which doos not exist.
