TRANSFER PROPOSED
Italian Ships In U.S. Ports

NEW YORK, February 17.
The "Herald Tribune’s” 'Washington correspondent says negotiations are proceeding for the transfer of 190,000 tons of Italian shipping _ Heil up in United States ports to United States shipping interests for a total of 10,000,000 dollars. Twenty-seven ships are involved, including the luxurious Conte Biancamano.
It is said that Britain's and President Roosevelt’s permission will be necessary.
It is significant that the Italians are said to be anxious for tiie transfer.
